If you’re a family member or support coordinator working with an adult who has an intellectual or developmental disability in New Jersey, you’ve likely heard the term DSP — Direct Support Professional. But what exactly does a DSP do, how are they different from other caregivers, and how do NJ families access DSP services through the Division of Developmental Disabilities?

What Is a Direct Support Professional?
A Direct Support Professional (DSP) is a trained caregiver who provides hands-on support to adults with intellectual and developmental disabilities in their homes and communities. DSPs are distinct from home health aides or nurses — their role is focused on enabling independence, building daily living skills, and supporting community participation rather than medical care.
DSPs work alongside individuals with disabilities to help them:
- Manage daily routines — morning and evening routines, hygiene, meal preparation, household tasks
- Participate in community life — shopping, recreation, religious activities, social events
- Access employment — job coaching, workplace support, skill development for competitive employment
- Build self-determination skills — making choices, advocating for preferences, managing schedules
- Stay safe — crisis prevention, behavioral support, emergency response protocols

Who Qualifies for DSP Services in New Jersey?
In New Jersey, Direct Support Professional services are funded primarily through the Division of Developmental Disabilities (DDD), which is part of the NJ Department of Human Services. To qualify for DDD-funded services, an individual must:
1. Have a diagnosis of an intellectual or developmental disability (such as intellectual disability, autism spectrum disorder, traumatic brain injury, or certain physical disabilities present before age 22)
2. Be a New Jersey resident
3. Be 18 years of age or older
4. Meet DDD’s functional eligibility criteria (assessed through the DDD intake process)

How Are DSP Services Funded?
For DDD-enrolled adults, DSP services are typically funded through New Jersey’s Community Care Program (CCP), which is the primary funding vehicle for community-based supports. Under CCP:
- DDD funds a set number of DSP hours per week or month based on the individual’s ISP
- Families choose which provider organization will deliver the services
- The provider bills DDD directly — families pay nothing out of pocket for authorized DSP hours
- Services can take place in the home, in the community, or at a day program (depending on the ISP)

What Does a Typical Week Look Like With a DSP?
Every client’s support is individualized, but here’s an example of what a typical week might look like for an adult with an intellectual disability receiving 20 hours of DSP support:
Monday/Wednesday/Friday (4 hours each): DSP arrives at 9 AM, helps with morning routine, prepares breakfast, reviews the day’s schedule. Mid-morning: community outing (grocery shopping or recreational activity). Afternoon: household tasks, skill practice (budgeting, cooking), leisure activities before DSP departs at 1 PM.
Tuesday/Thursday (4 hours each): Employment support — DSP accompanies client to their job site, provides coaching as needed, helps with transportation, reviews workplace goals.
This schedule is developed collaboratively between the client, their family, their Support Coordinator, and our agency. Every Priority Groups NJ service plan is designed around the individual’s preferences and goals — not a one-size-fits-all template.
Finding a DSP Provider in Essex, Hudson, or Bergen County
One of the most common frustrations families report is that their preferred providers have waitlists that can stretch for months. Priority Groups NJ was established specifically to address this gap in Essex, Hudson, and Bergen counties.

What to Look for in a DSP Provider
When choosing a DSP provider in New Jersey, families should ask:
Are you a registered NJ DDD provider? Only registered providers can bill DDD and deliver officially authorized services. Priority Groups NJ is registered with NJ DDD.
Do you have experience with complex behavior support plans? Some providers will only accept clients with straightforward needs. Priority Groups NJ has experience supporting clients with more complex behavioral needs and works closely with behavior analysts when appropriate.
What languages do your DSPs speak? For many NJ families, language access is critical. We have Spanish-speaking DSPs available and work to match language preferences whenever possible.
How do you match DSPs to clients? A good match considers the client’s interests, communication style, daily schedule, and support needs — not just geographic availability. Our matching process involves input from the client, their family, and their support coordinator.
What is your communication protocol with families and SCs? Priority Groups NJ provides monthly progress documentation and maintains open communication with the support coordinator throughout the service relationship.
How to Refer a Client to Priority Groups NJ
